Vulkaria: Concern For International Shipping and Vulkarian Infrastructure

Ladies and Gentlemen of the Security Council, as you are well aware, the situation in Malvare has escalated into direct threats about increasing violence against the Vulkarian government and specifically their infrastructure project surrounding the Vulkaria Pass expansion project, which is meant to expand the current canal systems to accommodate more commercial shipping ships at a time, as well as larger and newer classed ships. A lot of this funding is coming from Vulkarian taxes set by the government, while there is also global funding being poured in, including a Z$500 Million commitment by Zamastanian investments. Regardless, Malvarian propaganda releases and government statements have sensitized rhetoric against the Vulkarian government, declaring that there will be, quote, "prices to pay" for any extensions that threaten Malvare's own commercial prospects in the way of international shipping lanes.
On behalf of Zamastan and as the President of this council, I state vehemently that Zamastan does not stand for threats of violence and war, especially stemming from economic interest pertinent to the global community. Such is the case for the Vulkarian pass. Zamastan fought against the aggressors of Malvare's founders in many wars, including their proxies from January of this year to ending only a few weeks ago. Their actions are not uncharacteristic, but nevertheless need to be responded to.
I'm announcing multiple steps today, firstly being a warning to international shipping vessels sailing around Malvare's coast and to those sailing through the Vulkarian Pass Canal channels. Be cautious for threats and be on alert for possible terrorist activity, and report any suspicious activity as you would normally to either Vulkarian authorities or international observers. Secondly, Zamastan will be imposing strict sanctions on Malvare, targeting oil production facilities and natural gas refineries, raw renewable resources, and manufactured goods. Thirdly, Zamastan strongly urges other nations to follow suit in imposing sanctions, whether to the same extreme as Zamastan's, or being higher or lower than our current standings. Fourth, we urge the government of Malvare to stand down from their threats and recant their statements as the ultimatum for any of these sanctions to be lifted.
Special C.C.A. task forces will be assigned to be on alert in case of potential escalations in direct military tensions, and a C.C.A. task force of 500 peacekeepers, contingent of Cadairian, Zamastanian, and Vulkarian volunteers, will be sent to join Vulkarian security forces at the canal pass in accordance with maritime safety regulation.
I cede time to other representatives to give their concerns or addresses, as well as delegates of the Vulkarian delegation to relay more information they deem pertinent.
